I have 13 items to rate on a scale. I only want 9 out of the 13 to be asked randomly. What is the best way to do this?

I understand your question as follows: You want to rotate the item order, but keep 4 items in place?

Just enable the item rotation in your question, and subsequently click into the detail settings of the 4 items, and check the option to exclude them from the rotation.
