Yes, you can.

If you do not tell the questionnaire (in the questionnaire settings) to use a specific language, then new respondents will see a language selection at the beginning, even if there are not yet any translations for the second language.

Thank you for your answer. Does it mean I already have to add another language version in the questionnaire settings before sending it or can I also add the language selection while running it?

You can add the second (or third, ...) laguage whenever you want. But you should the immediately go to "compose questionnaire" -> "settings" and tell the questionnaire to select the previous language instead of showing the language selection.
