The project was originally created under the "free vertion" and now would like to atribute a license to that project. How to do that? Under Publish Questionnaire no "cloud" option is visible..
We recommend you move the project to the pro-server: Copying a Survey
If not, we can reset the project to a "test" project, so you can switch to the licence in the project settings.
