I see TIME_SUM is the sum of dwell times. So does mean it is not the overall time spent to answer the entire questionnaire?

Actually, TIME_SUM removes extreme outliers, see Additional Variables in the Data Set.
The sum of the TIMExxx-Variables should be the time between STARTED and LASTDATA, i.e., the overall completion time incl. breaks.
