Is there a functioning languages functionality?

I saw that there is a option for including an button for languages, but it does not seem to appear.
Is this a features that is functional and if so how does it work?
If this does not work, what is the best way to have multiple languages, branching or somthing better?

If you included a second language, you can enable the "change language button" on the footer.
I added a screenshot where you can to this. Unfortunately my settings are in german, but it may help anyways.

I have that setting on the picture enabled, though I do not know how to include a second language.
How would I do that?
